All Chem Now Offers Bonded Carrier and Warehouse Services All Chem is kicking off the new year with an exciting announcement: We are officially approved as a Bonded Carrier and Warehouse through U.S. Customs and Border Protection (CBP)! That means we now offer chemical transportation and storage for shipments not yet released by customs for our customers, in addition to our already impressive array of amenities and chemical transportation services.

What Is a Bonded Warehouse?

To put it simply, a bonded warehouse is a specialized storage space where companies can store their goods while all of the paperwork and procedures of the customs process are finished.

As we at All Chem know, regulations are crucial to safely conducting business in this industry. We’re big proponents of going above and beyond regulation requirements, never cutting corners where safety is concerned. From what we have seen—those regulatory processes can sometimes take a while! That’s why bonded warehouses can be such an important link in the chemical transportation chain.

Imagine you’re an international company, looking to transport a bulk liquid load from your headquarters facility in one country all the way to your distributors in another. Once the shipment arrives on our shores, the merchandise needs to be customs released in order to make final delivery. Duties and fees must be paid, taxes assessed, and paperwork processed. If it isn’t fully released by the time the container has arrived to port, it could take time to finalize clearance. Meanwhile, your ISO container needs somewhere to go!

In this situation, a bonded warehouse provides the solution. These government- or privately-owned facilities serve as “duty-free” holding zones where companies can store their loads until they’ve dotted all the I’s and crossed the T’s.

We knew that a bonded warehouse status would be yet another feather in that cap!

That’s why in 2024, our team saw an opportunity and contacted CBP to start the application process to become a Bonded Carrier and warehouse. We gathered all the paperwork, collated data, vetted all employees who would be tasked with handling the bonded ISO containers, and outfitted our facility with the necessary equipment and signage to comply with all CBP and Partner Government Agency (PGA) regulations.

When CBP came for the walkthrough site visit, let’s just say we passed with flying colors! As of December 12, 2024, CBP authorized All Chemical Transport Corp. as a Bonded Carrier, with a Class 3 (Public) and Class 4 (Bonded Yard) bonded warehouse.

Founder and owner Steve Quadrel had this to say about the new location, “When I started All Chemical in 1978, it was me and my truck. Over 45 years later, we have terminals in four states and employ over 130 drivers. It’s an exciting time to expand our services in Texas.”

Transloading products requires careful planning and execution to prevent any accidents or spills. Our team is committed to upholding the highest safety standards throughout the transloading logistics process.

Transloading involves transferring commodities from one mode of transportation to another. In our case, we often transload hazardous and non-hazardous bulk liquids from our customers’ ISO containers into our trailers.

We are known for our ingenuity and our customizable service offerings, which includes transloading. Because there is nothing we cannot, will not, or do not take on, this has led us to some unique transloading experiences.

Seamless, Customized Transloading Services

Transloading allows for products to continue their journey to their final destination using a different mode of transportation, or to consolidate shipments for greater efficiency. This plays a crucial role in supply chain optimization.

This is transloading 101:

  • There are many variables to take into account when transloading a customer’s order: viscosity, ambient temperatures, and container specifications, to name a few!
  • On average, the process takes an hour and a half to 2 hours. That’s a rough estimate, because we take as much time as needed to get the job done right.
  • We transload just about anything with the exception of heavy inhalation hazard chemicals, like Benzoyl Chloride. In our rigorous commitment to safety, we don’t handle chemicals that could pose a safety risk to our team or the surrounding community.
  • We can pick up your container from the pier, bring it to our facility to steam before, and wash after delivery, too!

We are one of a handful of transload facilities in New Jersey, and our secondary containment capabilities put us a level above.

Not only are we one of the only facilities that can transload, we also aren’t stopped by inclement weather! While weather is a challenge for other carriers, if there is rain or snow, we can easily move operations to our roof-enclosed wash bays. Even better, we have lengthy processes in place to prevent rain from getting into the tank and potentially contaminating the product.

Over the past few years, we have made significant investments in secondary containment. If a spill or hose breakage occurred during the transloading process (or any of our other transportation services), it’s much more manageable and isolated. There would be no sewage seepage into the ground, waterways and drains. Remember, we are fully compliant in secondary containment regulations with NJDEP (New Jersey Department of Environmental Protection)!
